Whether you’re interested in providing a temporary home for kittens, puppies, animals with medical needs, or those requiring behavioral intervention, we have a foster opportunity for you.

  • Acknowledgment and Agreement

  • This Foster Care Agreement (Agreement) is entered into between the City of Fresno through its Fresno Animal Center (FAC) and the Foster Parent (temporary custodian) listed on the signature pages in this Agreement and effective on the date of signature.


    A temporary custodian holds no authority to make decisions regarding the animal’s medical treatment, placement, transfer, or disposition. FAC agrees to such foster arrangement by the Foster Parent, subject to the acceptance of the terms and conditions below.


    Foster Parent understands and agrees to the following:

    • I am at least 18 years of age or older.
    • I am volunteering to provide temporary housing and humane care for an animal in need, which includes transportation to scheduled veterinary appointments, food, water, shelter, and medical care.
    • The foster animal(s) will be housed at the address I am providing, and I will be their primary caretaker.
    • No one currently residing at my residence has ever been found guilty of violating any law regarding the welfare of, or cruelty to, animals.
    • I will provide secure housing to prevent injury and keep my foster animal(s) from being at large.
    • I will transport my foster animal(s) safely in a crate, carrier, or leashed.
    • I will comply with all local and state laws and ordinances relating to the care of domestic animals, including leash laws.
    • I understand that the foster animal(s) continues to be part of FAC’s adoption program and must be made available for scheduled meetings with potential adopters. If I am unable to attend these meetings or I am unavailable for a period longer than 2 weeks, I understand FAC may recall the animal at their discretion.
    • I understand I may be responsible for fees incurred during animal collection efforts if I cease communication with FAC staff or with their foster management system (currently Doobert).
    • I acknowledge that the animal(s) I am fostering is/are the property of FAC and may be recalled at any time and for any reason. Refusing to return this animal may result in additional actions against me, including banning me from future foster opportunities.
    • If I am no longer able to care for my foster animal(s), I will contact FAC immediately so they can work on alternative placement.
    • I understand that the foster program will not exceed 2 months and may be renewed at the expiration of each term.
    • If I choose to adopt, or find a potential adopter, I will inform FAC as soon as possible to begin the adoption process.
    • I will contact FAC if I have any potential adopter interest or if I find another potential foster for any foster animal(s) in my care. I understand that any interested parties must coordinate the transfer with FAC staff.
    • In the event that my foster animal passes away while in my care, I will contact FAC immediately. I will bring the animal back to the shelter and will not bury or dispose of the animal in any other way.
    • I agree to report any unusual or concerning medical or behavioral changes to FAC as soon as they are observed.
    • I will administer medication and supplements only as directed by FAC staff or an approved veterinarian.
    • If an animal in my care requires emergency medical attention, I will follow the instructions provided in my foster packet.
    • I understand that FAC is not responsible for any veterinary bills for my personal animal(s) that may be incurred because of interactions with the foster animal(s).
    • I understand that I must have prior consent from the foster management system (currently Doobert) or FAC staff before taking the foster animal(s) for veterinary treatment. Without this prior authorization, I understand that I will be financially responsible for all charges incurred, and no reimbursement will be made by FAC.
    • I understand that extensive medical treatment is at the discretion of FAC, and that in some cases euthanasia may be the most humane outcome.
    • I understand that FAC animals have unknown histories and may have pre-existing medical and behavioral conditions and/or potential exposure to parasites, which may be transmitted to humans.
    • I understand that FAC recommends that my personal animal(s) be up to date on vaccines and parasite preventatives to reduce the risk of any unknown disease transmission.
    • I understand that my foster animal(s) may not be spayed/neutered yet, and therefore agree to take every precaution and supervise them around other animals to avoid pregnancy.
    • I agree to return the animal immediately for veterinary evaluation if I suspect it is pregnant.
    • I understand that the animal(s) behavior may be unpredictable and agree to supervise any interaction with my foster animal(s).
    • If my foster animal bites or injures someone, I will notify FAC immediately.
    • I understand that FAC may reclaim the animal(s) if, in their judgment, the animal(s) are not being cared for properly, or if, in FAC’s sole discretion, it is determined that the Foster Parent has not complied with the terms of this Agreement.
    • I understand and agree to the Waiver and Indemnity Agreement set forth as Exhibit A, which is incorporated into and made a part of this Agreement.

    This Agreement shall be interpreted in accordance with the laws of the State of California, without regard to principles of choice or conflicts of law, and Foster Parent and FAC agree that all disputes between them relating to this Agreement shall be resolved or adjudicated in Fresno County.

  • Fresno Animal Center partners with Doobert to help provide foster support.
    As part of this partnership, the information you provide in this application may be securely shared with the Doobert team for the sole purpose of supporting you throughout your fostering journey. This may include onboarding, training, communications, and providing assistance when needed. Your information will only be used to support your role as a Fresno foster and will not be shared for marketing or other unrelated purposes.
